The Technical Commission (TC) is responsible for overseeing and amending the regulations for FITB events, managing the Rules of the Game for all formats of Tchoukball, and ensuring proper training and certification of referees.

Purpose:
The Technical Commission (TC) is responsible for overseeing and amending the regulations for FITB events, managing the Rules of the Game for all formats of Tchoukball, and ensuring the proper training and certification of referees. The TC collaborates with event organizers, national federations, and other FITB bodies to uphold technical standards and ensure smooth operations at international Tchoukball events.
Authority:
The Technical Commission operates under the authority of the FITB and reports to the General Secretary. It is empowered to:
- Amend and enforce regulations for FITB events.
- Manage the international Tchoukball calendar.
- Set anti-doping rules in line with WADA regulations.
- Oversee the Rules of the Game for regular, Beach, and Wheelchair Tchoukball.
- Organize and manage referee training, regulations, and identification.
- Assist event organizers with technical issues, including match schedules and arbitration.
Membership:
The Technical Commission shall consist of:
– Liao Jian Xiong (Chair, Coaching)
– Additional members with expertise in event management, referee training, and technical regulations
– Representatives from national Tchoukball federations.
Membership will be appointed by FITB for a term of 4 years and include individuals with relevant expertise in technical event operations, rules development, and referee management.
Responsibilities:
The Technical Commission will be responsible for:
- Amending the regulations for FITB events and ensuring compliance with international standards.
- Drawing up the international calendar of events and submitting proposals to the General Assembly for approval.
- Collaborating in the organization of international events, providing technical guidance and support.
- Managing the opening and closing ceremonies for FITB events, working with national federations, continental federations, and other stakeholders.
- Supporting national federations by providing guidelines for technical installations, tournaments, media, and sponsorship, and submitting recommendations to the General Assembly.
- Setting the Anti-Doping Rules in accordance with WADA guidelines and supporting event organizers in compliance.
- Drawing up the Rules of the Game for Tchoukball, Beach Tchoukball, and Wheelchair Tchoukball, and submitting proposals for approval by the General Assembly.
- Organizing and creating referee regulations to ensure consistency and professionalism across all FITB events.
- Compiling training materials for referees to maintain high standards of officiating.
- Organizing referee training courses and holding FITB symposia in technical fields related to refereeing.
- Selecting, engaging, and monitoring international referees to ensure adherence to FITB standards.
- Issuing international referee identification to certified referees.
- Recognizing and training instructors who can train referees and officials.
- Publishing FITB referee lists for transparency and reference.
- Drawing up publications and teaching programs that focus on preventing injuries and maintaining player safety.
- Instructing and supporting national federations in technical matters, providing resources and recommendations where needed.
- Assisting and supporting FITB event organizers with match schedules, referee calendars, dispute arbitration, and addressing technical issues.
Meetings:
- The Technical Commission shall meet [frequency] or as required, with a quorum consisting of 2/3 members.
- Decisions will be made by [voting/consensus], and minutes will be circulated to the FITB Executive Committee and relevant bodies.
Reporting:
The Technical Commission will submit regular reports to the FITB, including:
- Amendments to event regulations.
- Updates on the international event calendar.
- Proposals related to the Rules of the Game.
- Referee training and certification progress.
Resources and Support:
The Technical Commission will be supported by the FITB Secretariat and will have access to resources, facilities, and materials necessary to carry out its responsibilities.
Review and Amendment:
These Terms of Reference will be reviewed annually to ensure relevance and effectiveness. Amendments may be proposed by the Technical Commission and must be approved by FITB.
