Purpose:
The purpose of the Unified Sports Commission (USC) is to promote and develop Tchoukball for people with physical and mental disabilities, ensuring inclusivity and accessibility in the sport. The DC will work in partnership with the Technical Commission (TC) to recommend changes to the official rules for Wheelchair Tchoukball and facilitate the participation of athletes with disabilities in FITB events.
Authority:
The USC operates under the authority of the FITB and reports to the Vice President. It is authorized to:
- Collaborate with the Technical Commission (TC) to propose changes to the official rules for Wheelchair Tchoukball.
- Develop and promote Tchoukball for athletes with different types of physical and mental disabilities based on International Paralympic Committee (IPC) classifications.
- Ensure the inclusion of athletes with disabilities in FITB events and competitions.
The USC shall consist of:
- Tara Granea, (Chair, Unified Sports Commission)
- Additional members with expertise in disability sports, sports development, and inclusion
- Representatives from national Tchoukball federations with experience in disability sports
Membership will be appointed by FITB for a term of 4 years and will include individuals with expertise in adapting sports for athletes with disabilities, IPC classifications, and competition management.
Responsibilities:
The USC will be responsible for:
- Recommending changes to the official rules of Wheelchair Tchoukball in partnership with the Technical Commission (TC).
- Developing Tchoukball for people with various physical and mental disabilities, ensuring that the adaptations are in line with the classifications of the International Paralympic Committee (IPC).
- Creating and promoting opportunities for athletes with disabilities to compete at national and international FITB events.
- Collaborating with national federations to establish programs and events tailored for athletes with disabilities.
- Organizing training and development programs for coaches and referees to ensure they are equipped to handle disability Tchoukball matches.
- Facilitating inclusion at FITB events by ensuring appropriate accommodations and support are provided for athletes with disabilities.
- Evaluating and developing guidelines on equipment and facility adaptations for Wheelchair Tchoukball and other disability-inclusive formats.
- Promoting research and awareness on the benefits of Tchoukball for athletes with disabilities, and engaging with relevant stakeholders to enhance opportunities for participation.
Meetings:
- The USC shall meet as required, with a quorum consisting of 2/3 members.
- Decisions will be made by [voting/consensus], and minutes will be circulated to the FITB Executive Committee, and if necessary, to all Continental Federation Executive Committees.
Reporting:
The USC will submit regular reports to the FITB, covering:
- Recommendations for rule changes and updates on collaboration with the Technical Commission.
- Progress on disability-specific Tchoukball development programs.
- Updates on the participation of athletes with disabilities in FITB events.
Resources and Support:
The USC will be supported by the FITB Secretariat and will have access to facilities, resources, and materials necessary to fulfil its responsibilities.
Review and Amendment:
These Terms of Reference will be reviewed annually to ensure relevance and effectiveness. Amendments may be proposed by the USC and must be approved by FITB.
